The context
The Island Government of Saba is known for its stability and aim in maintaining good relations with the Netherlands while striving to achieve widespread and sustainable results in the various domains. Within the organization, people work together on the further development of the island. Our colleagues work on infrastructure (airport, harbor, water management), public works, planning, solid waste collection and processing, tourism, community development, health care, agriculture, HRM, ICT, finance, communication, civil affairs, legal advice, and various policy areas. In total, there are about 240 employees.
The Saba Island Government works on more self-reliance and economic development, with a focus on sustainability, accessibility, poverty eradication and improving the quality of life. In recent period, the government has worked on projects such as the renovation of the airport, separation of solid waste (recycling), facilitating of a healthy lifestyle, improvement of social facilities, training, and education of civil servants in, among other things, project management and policy writing.
The position
Due to recent changes in the organizational structure and a number of staff changes, the Public Entity is looking to strengthen its legal team. The organization is looking for a legal advisor with knowledge and experience, preferably in one or more of the following fields: Administrative Law, Civil Law, Contract Law, Environmental Law and/or Planning Law.
Tasks
- Advising the Executive Council, Island Secretary, and Domain Managers in legal matters
- Advising colleagues in the whole organization on numerous topics
- Contributing to local legislation and policy developments
- Drafting and checking agreements
- Assessing new national legislation for Saba (consultations)
- Keep in contact with ministries and regional or national government organizations about new legislative or legal initiatives
What you offer
- A Master’s degree in Dutch law and at least 3 years of relevant work experience
- Preferably experience and knowledge in one of the following fields of law: Administrative Law, Civil Law, Contract Law, Environmental Law and/or Spatial Planning Law
- Preferably experience working for government organizations
- Experience in working in/for the Caribbean Netherlands is a plus
- Analytical and able to come up with new ideas, concepts, and solutions
- Organizational, cultural, and political sensitivity
- Strong organizational and time management skills
- Getting things done mentality, work in a solution and result-oriented way
- Team player with good communication and interpersonal skills
- Excellent command of English and Dutch, both spoken and written
- Willing to establish yourself on the island — working remotely is not an option
What we offer
Salary according to government salary scales and depending on skills and competences of the ideal candidate. This position is evaluated at scale 11, with a basic salary ranging from $4,337 through $6,246 based on a 36-hour workweek excluding 15.5% allowances, vacation allowance 8.33% and a 13th month.
